I think based on what I've read my situation would not require the purchasing of license. I work for a for-profit government contractor who has a contract with the US government to operate an information clearinghouse (sorry, I can't say which department since I'm just researching solutions right now). We also develop many of the publications that are offered through this clearinghouse. These publications are offered for free from the government website (which we operate) and can either be downloaded as PDFs or hard copies can be requested... all for free (did I mention the free part? ;) )

We would be setting up and branding MegaZine3 for the use of viewing these publications online. They include books, brochures, and newsletters. The site that offers these free pubs in no way endorses or advertises our company. For the end user visiting the site, we are the government (and thus non-profit).

Where do we fall?

Quick update:
I'm actually in PM contact with fallenturtle to find out some more details and conditions.
