Government license

I work for brazilian government, for the legislative power.
I would like to know if commercial licenses are required for a government organization.
We are developing our digital library and we plan to make books and articles concerning our legislation available for free on the internet. We plan to convert our PDF files.
Do we need to buy commercial licenses?

Our future license model which will be published to gether with the new website offers a free license for everybody; with some restrictions.
MZ3-FREE allows up to 50 pages and logo and preloader must remain unchanged. But you can make as many 50-page titles as you want.

For government and non profit organizations we offer an additional 50% discount on top of the discount shonw in the table on the shop overview page.
Although the site is still in test on a spare domain, it already provides a lot of information and registration and shop are working.
