mousewheel zooming only works while hovering over page

I really like the mousewheel zooming ability. But, if you zoom out too far, and the page becomes so small that is no longer under the mouse's current position, the wheel zoom feature stops working. If you roll the mousewheel the other direction to zoom in it does nothing. You have to move the mouse over the page to zoom back in again. It would be be nice if mousewheel zooming worked if you're hovering over the page or not. It's just a small thing but I thought I would mention it.
